According to some sources, Tweety Bird was a biplane in Pop Hunter's Flying Circus. In 1999, Pop and Rick Hunter flew it to Sacramento, where they found that the airport there had been seized by the military, and that no private planes would be allowed to land past that point. This lead Pop to decide that they likely needed to close the circus, because the war was costing the circus too much. unbeknownst to him, the war would end only minutes later with the crash-landing of the SDF-1 on Earth.
